Been meaning to post this one for a while.  Crain’s Chicago Business has introduced their interactive golf map.  They also have a nice PDF version of the guide. My local public course, Sydney Marovitz, located in Chicago’s Lake View neighborhood at Addison and Lake Shore Drive is not listed.  Views of the lake and city from the course are amazing.  Only 9 holes, fairways can be a bit rough, and play can be slow so one piece of advice is to play at non-peak times if possible to avoid crowds.  I find a Tuesday 7:30AM time slot is perfect.  Heck, what do you expect for $20. Not all inclusive, but as alternative sites, I came across GolfChicago.com, ChicagoGolfGuide.com, and GolfIllinois.com.
